Panoway

Panoway Construction Continues

Construction on Lake Street for phase one of Panoway on Wayzata Bay – an initiative to restore, protect and enhance Wayzata’s downtown lakefront – continued this week. This phase includes the reconstruction of Lake Street from Barry Avenue to Broadway Avenue to incorporate more pedestrian and bicycle-friendly features as well as the replacement of the existing surface lot with a plaza park near Lake Street and Broadway Avenue. 

Currently, the roadway is closed to eastbound traffic. Last week, the contractor removed streetlights and signage, removed boulevard trees, and saw-cut the pavement. This week, the contractor began removing curb and pavement in preparation for the new trail alignment. The second stage of the project is planned to commence around April 13, with the closure of Lake Street between Broadway Avenue and Walker Avenue, to begin watermain work.

We are closely monitoring state and federal guidance to ensure the safety of on-site workers and the community at large as the project progresses. We believe that moving forward at this time will lessen the impact on local businesses and allow work to occur at an accelerated pace. Additionally, moving forward will not jeopardize the City's financial ability to weather the coming recession. The City's contributions come from budget categories other than the general levy and the State and Three Rivers Park District are also helping fund the project.

We are accepting employment applications for Seasonal Public Service Workers.  This position is up to 40 hours per week, Monday through Friday from 7:00 am to 3:30 pm, evening and weekends may occur.  Scheduled work runs from May through August.  The 2020 salary range is $11.44 to $13.33 per hour, depending on qualifications.The position closes today, April 9, 2020!

  • The City of Wayzata recognizes that small businesses are struggling during the COVID-19 pandemic. Several state and federal programs have been established to assist. The best place to begin researching options is using this Summary Guide from MN DEED: MN Department of Employment and Economic Development. Their webpage summarizes the small business opportunities offered and what is the right fit for your business. Another great resources is the Wayzata Area Chamber of Commerce website.
  • The April 20 Planning Commission meeting will be held virtually due to COVID-19. Members of the public who wish to provide comments on any agenda items can find instructions at: www.wayzata.org/virtualpublicmeetings. The Energy and Environment, Heritage Preservation Board, and some other public meetings have been cancelled for the month of April. More information about cancelled meetings can be found at: www.wayzata.org/coronavirus.
  • The review schedule for several Development Applications has been affected by COVID-19. To track the anticipated review schedule for a particular project, please visit the Proposed Development Projects page of the City website. The Boatworks Redevelopment Application at 294 Grove Ln E will be reviewed by the City Council at their meeting on May 5. This meeting will very likely be hosted virtually using the video conferencing platform Zoom. The public is encouraged to send their comments to PublicComment@wayzata.org prior to the meeting to minimize issues with the call-in technology during the virtual meeting.

Clean Up After Your Dog

Please remember that owners cannot allow their dogs to damage or foul any lawn, garden or property of another person or on public property. Each owner is responsible for cleaning up and disposing of their animal’s waste. Owners are encouraged to get in the habit of carrying plastic bags.

Public Works

Hydrant Flushing to begin April 19

The Wayzata Utility Department will be flushing water mains and fire hydrants throughout the City from Sunday evening, April 19th through Thursday evening, April 30th, weather permitting. The Utility Department will complete all flushing in the evening and night hours from 10:00 PM to 6:00 AM. Flushing at night minimizes the inconvenience of discolored water issues that this process may cause for residents and businesses. In addition, lower traffic volumes at night provide a safer environment for both the traveling public and for City staff working in the roadway.
 
The purpose of flushing the water system is to remove any particulate matter that may have built up in the water system over the year, and to ensure that all fire hydrants connected to the water system are operating properly for use by the Fire Department.  Because the flushing process may temporarily cause your water to become discolored, residents are advised to be observant while washing clothes until after the flushing has been completed. If discolored water is present, run the cold water faucets only until the water runs clear. The list and map of areas shown below is a general guideline as to where we will be flushing each evening.  For more information, contact the Wayzata Public Works Department at 952-404-5363.

Waycliffe Drive & Gleason Lake Areas.  Along Wayzata Boulevard, between Central Avenue and Bushaway Road / Gleason Lake Road, Hunters Glen Road, Gleahaven Road and the North Frontage Road.

South Frontage Road, Holdridge Area, Bushaway Road, (north of LaSalle Street).

2020 Construction Projects
Several projects are being planned in and around Wayzata, for 2020.  A summary of the larger activities follows:  

  • 2020 Sanitary Sewer Lining - The City of Wayzata is planning to perform maintenance on several sewer mains throughout the City. The maintenance includes the lining of the existing sewer main with a Cured-In-Place Pipe (CIPP) liner.  Sewer relining is a quick and economical process in lieu of replacing pipes by open excavation. This process prevents major traffic disruptions and health hazards from potential exposure to raw sewage.  The 2020 project proposes to line approximately 8,800 feet of sewer main in the following areas:  Harmony Circle, Rosswood Lane, Ridgeview Drive, Ridgeview Lane, Margaret Circle, Shadyway Road, Barry Avenue North, and Gardner Street (east of Barry Avenue).
  • 2020 Bituminous Seal Coat - A map of the streets proposed to be sealcoated in 2020 can be found below.  Tree trimming along these streets will continue through the spring months.

Miscellaneous Utility Work

  • CenterPoint Energy (County Roads 101 and 15, T.H. 12) - CenterPoint Energy’s authorized contractor, Michels Corporation, has begun replacing natural gas mains in Wayzata along selected streets in the County Road 101, T.H. 12 and County Road 15 (Gleason Lake Road) areas. For more information, see the project webpage.

Seasonal Road Restrictions to End Monday April 13

The Minnesota Department of Transportation will end spring load restrictions (SLR) in the SOUTHEAST and METRO frost zones Monday, April 13, 2020 at 12:01 AM.  Therefore, Seasonal Road Restrictions on Wayzata roadways will end on Monday, April 13, 2020 at 12:01 AM.  Additional information can be found by calling MnDOT at 651-747-2253 or by visiting the MnDOT website.
